The process of technical wear of each building starts at the moment of commencement of construction works and will be progressive unless it is slowed down by proper care of it, including by systematically diagnosing the technical condition, allowing only justified changes in its structure and reacting to all processes occurring during operation. This includes properly prepared technical condition assessments will have a direct impact on the durability and scope and cost of performing any repair and reinforcement works. From the definition, these studies should precisely determine the causes of shortcomings, and it often happens that they are only a confirmation of the occurrence of a defect or defects. In addition, they should indicate ways of removing defects and/or preventing their propagation in the realities of executive and financial capabilities of today's construction.
